

Instituted in 1996, the Master of Public Management (MPM) will celebrate its 25th anniversary on 24 February 2023 with the theme “Online, Open, and Onwards: Meeting Challenges Ahead”. The program will run from 10:00 AM to 9:30 PM at the Centennial Center for Digital Learning (CCDL) Auditorium, UP Open University Headquarters, Maahas, Los Baños, Laguna.
The program will highlight a hybrid forum on Voluntary Sector Management education, a roundtable discussion on MPM’s history, presentation of service awards, and launching of a micro-credential course on Sustainable Development Goals for public servants. MPM alumni, students, faculty, staff, and partners have been invited to this event.
Another highlight of the celebration will be the recognition of three (3) outstanding alumni who have demonstrated exceptional achievements and outstanding contributions that bring about substantial benefits to society and distinct honor to the University. CHED Chair de Vera administers the oath of office to the incoming UP president

Atty. Angelo A. Jimenez, the incoming President of the University of the Philippines (UP), took his oath of office at the Commission on Higher Education (CHED) on February 7.
CHED Chairperson J. Prospero de Vera III, who also chairs the UP Board of Regents, administered the oath. A former UP regent, Atty. Jimenez begins his term as the University’s 22nd leader on February 10 with a turnover ceremony at Quezon Hall at 9:00 am.

UP confers Doctor of Laws, Honoris Causa on Mark Villar

MANILA, Philippines — The University of the Philippines conferred an honorary Doctor of Laws degree on Sen. Mark Villar last Friday for his valuable contribution to the country and to the UP community.
“Today, I stand before you all, truly humbled and privileged as I accept this great honor bestowed upon me. One of the highest honors that can be bestowed upon someone, from one of the most prestigious institutions in the world. I would like to extend my deepest appreciation to the University of the Philippines,” Villar said in his acceptance speech.
The honorary degree is conferred upon individuals for outstanding achievements in their fields and exemplary service to their fellowmen.
“I would like to dedicate this award to all those who have guided, helped and sometimes carried me in this journey. It’s an honor to serve as a vessel for the dreams of so many Filipinos who dream for a better tomorrow and yearn for a country where we can all achieve the high quality of life that all Filipinos deserve,” Villar said.
The UP recognized his outstanding accomplishments as secretary of the Department of Public Works and Highways where he led the Golden Age of Infrastructure. Villar was also instrumental in the construction and rehabilitation of numerous facilities in different UP campuses.
“I realized that this award is not just for me, it is for all of those who have guided and supported me throughout my life and to all those who worked tirelessly to accomplish the goals of the Build Build Build program,” the senator said.
The ceremony was attended by members of the UP Board of Regents, officials of the UP College of Law and UP system, DPWH officials and the senator’s family – former Senate president Manny Villar, Sen. Cynthia Villar, Rep. Camille Villar and Paolo Villar.

UPAA North America Turns Over Donation for UPV Archives


UP Alumni Association North America, represented by Mr. Jose Antonio Teodoro “Topet” M. Samaniego (HS 1982, BS Fisheries 1988, UPV), turned over their donation for the University of the Philippines Visayas Library last January 13, 2023.
The donation amounted to One Thousand Five Hundred Twenty Six US Dollars (USD1,526.00). It was made in the name of UPAANA pioneer Dr. Cynthia J. Ticao (BS 1978, UPV; MA Psychology 1991, UPD). This donation is intended to help fund the project of the UPV Library to setup the UPV Archives Section at the New UPV Library Building.
The turnover was held at the UPV Alumni Lounge. The amount was received through the UPAA Iloilo Chapter represented by President Rene John V. Nuñez and Vice President Consuelo R. Geduspan, in the presence of UPV Library College Librarian Ma. Yvonne E. Genciane, Mr. Samaniego’s family, and OAR personnel.
On behalf of the UPV Library, University Librarian Analiza G. Linaugo expressed gratitude for the donation. “Thank you so much for your continued support to the UPV Archives. Your donation will greatly help improve the Archives services, facilities, and equipment for the preservation of UP Visayas archival materials and special collections. We are extremely grateful for the support given by the UPAA North America and other donors. We look forward to more assistance from you,” Linaugo said.

UPAA sends out a call for nominations for UP Alumni Awards 2023

The University of the Philippines Alumni Association (UPAA) has launched the search for nominees for the UPAA Distinguished Alumni Awards 2023. The awards are given to honor UP alumni who have pre-eminently distinguished themselves, based on the concept that “when the prestige of the alumni increases, the prestige of the institution is thereby increased.”
The awards ceremony for 2023 will be held on Saturday, August 19, at 4:30 p.m., at Ang Bahay ng Alumni, UP Diliman Campus, Quezon City.
The UPAA grants awards to UP alumni who have demonstrated exceptional achievements in their chosen fields of endeavor and have given outstanding contributions that bring about significant benefits to society and distinct honor to the University. Recognition is given to those with accomplishments that impact the communities in which they are or have been active, whether on the local, national, or international level.
The categories for nominations are:
- UPAA Most Distinguished Alumna and Alumnus Award – given to an alumnus/alumna who, in addition to qualifying for a UPAA Distinguished Alumni Award, also satisfies the criteria for the Most Distinguished Alumna/Alumnus Award described below;
- UPAA Lifetime Distinguished Achievement Awards – given to senior alumni who have achieved professional distinction and demonstrated meritorious service throughout their career;
- UPAA Distinguished Alumni Awards – conferred on alumni who have demonstrated exceptional achievements and outstanding contributions in their chosen field of endeavor;
- UPAA Distinguished Service Awards – given to individual alumni and alumni chapters or groups who have rendered exceptional service in the pursuit of the goals of the University and the Association;
- UPAA Multigenerational UP Alumni Family Awards – bestowed on families who have produced, as of the end of 2019 and 2020, at least three successive generations of UP alumni.
The 2023 UPAA Awards Committee urges sectors and groups to identify alumni nominees who are everyday heroes or unsung achievers who make a difference through their quiet work in obscure areas of the country or foreign territories.
Nominations for the awards are accepted from any UP alumnus or alumni chapter until Friday, March 31, 2023.

Conceived in 1933, the UPAA Distinguished Alumni Awards began with the UPAA Gold Medal of Merit and the Diploma of Honor. Until 1938, only two UP alumni were chosen annually to receive the awards. The awards were suspended in 1939, and again in 1941 to 1946, due to World War II. However, in 1947, four UP alumni were posthumously awarded as war heroes.
As the University grew older, more and more UP alumni attained distinction. Thus, in 1957, the UPAA began giving awards in the different service categories, which today are the UPAA Distinguished Alumni Awards. In addition, as the UPAA’s activities multiplied and it began calling on the assistance of some of its members, the UPAA Service Award was created in 1968.
In 2020, the first year of the global COVID-19 pandemic, the UPAA decided to give just one unprecedented collective award, the UPAA Most Distinguished Alumni Award, to all UP Health Frontliners all over the world, living and deceased, who heroically continued to serve in their various lines of work in the face of the hazards of contagion to their lives.

UP Cebu Statement on the Disappearance of Dyan Gumanao and Armand Dayoha

The University of the Philippines Cebu calls for urgent police action as well as assistance from the public on the missing persons’ report filed by the family and colleagues of Armand Dayoha and Dyan Gumanao today, January 14, 2023.
Armand Dayoha, 27, is a 4th year student of UP Cebu taking Bachelor of Fine Arts, his second degree after completing BA in Psychology also in UP Cebu. He has also taught NSTP in UP Cebu for the past seven years. Dyan Gumanao, 28, is a cum laude graduate of UP Cebu’s Mass Communication program. Both are development workers in Cebu, with Armand working for the the Visayas Human Development Agency (VIHDA) and Dyan working for the Community Empowerment Resource Network, Inc. (CERNET).
They were last in contact with family and coworkers on Tuesday, January 10. From spending the holidays with their families in Mindanao, both Armand and Dyan took a ferry at the port of Cagayan de Oro, which departed for Cebu City 12:00 AM of January 10 and arrived at Pier 6 at around 9:00 AM. A witness who knows the two said she last saw Armand and Dyan in the same boat she was in before she disembarked.
In calling for immediate police action, we draw from the PNP and UP Cebu’s common values and direction for development especially progress for those in the countryside and the lowest of the poor. It is both in the interest of the PNP and UP Cebu for the police to investigate Armand and Dyan’s reported disappearance, and if they are found in danger, for them to be returned to safety so that they can continue working for genuine social change and development by eradicating poverty in the rural areas and the countryside.

UP Tacloban’s One UPV scholars meet up with donors
Six One UPV scholars in UP Tacloban met up with One UPV scholarship donors Mr. Lorver Lentejas and Mrs. Divina Beleta-Lentejas on 27 December 2022. Also present were Office of Student Affairs (OSA) coordinator Prof. Ervina Espina and OSA scholarships and financial assistance personnel Lorna N. Rodrigo and La Rue Alcober-Chuca.
Mr. and Mrs. Lentejas are both UP Tacloban alumni. They have been providing financial assistance to UP Tacloban students since the second semester of Academic Year 2020-2021. The couple is based in Atlanta, Georgia, USA.
The One UPV scholarship is sponsored by several alumni of UP Visayas (UPV). There are 11 One UPV scholars in UP Tacloban at present.
